ARKON APT325MM Triple 25mm Ball adapter,Black

I'm confused as to how the base mounts? I get the 3 balls and the arms connect to them, but what hold the entire thing in place?

What is the metal?

Is this made or offered with 1.5” balls ?

Will it get rusty if submerged under sea water?
