Q: Does the stopper move up and down to plug the drain and then able to pull the plunger up to allow water to drain?

It moves to plug, but only if you turn it to fit in the drain slot. To let water flow, or unplug, you pull it out and turn it so it props perpendicular to the slot. If water flows heavily after that, it does sometimes turn to stop up again on it’s own.

Q: what is the diameter of the plug?

The rubber is tapered. A course measurement with a tape measure shows 1 5/8 x 1/7/8.

Q: Everytime water hits this strainer, it moves into the stopping positon. How do I prevent this?

This strainer is so light in weight that the swirling action of water going down the drain has the power to rotate the strainer and cause it to drop into the seal position. I simply tilt the strainer to prevent this. There is some loss of debris straining, but remains mostly effective.

Q: How do you use it as just a strainer without stopping water?

If you look closely at the photo you will see that the pin sticking out of the bottom is rectangular, not round. In bottom of the drain fitting in your sink there is a slot. If the rectangular pin under the basket is aligned with the slot it sits further down and acts as a stopper. If you lift it slightly and turn it so the rectangular pin does not align with the slot it acts as a strainer. For fast draining lift it even further and tilt it slightly -- now water in the sink will drain quickly but it won't be fully strained.
