Does this pass the upgrade audio from Akumajou Densetsu properly?

I don't have the converter or game to test, so it may pass the expansion audio through; however, even if it does, the NES is not equipped to support those extra sound channels without modification.

does this adapter have a CIC chip in it?

No it is not meant to allow bootleg games to be played, it is just an adapter for standard carts.

Does this work with taller cartridges like Splatterhouse Wanpaku Graffiti?

This adapter will work with most Famicom carts but taller ones can pose an issue. I know I had a copy of Famicom Jump that wouldn't fit, so if your cart is a similar size it will not work.
