Can I use this to vacuum leaves?

Very easy when leaves are dryish, perhaps less so when leaves are wet on a paving area. No problem if on lawns.

Will this work on artificial grass?

Think it's designed with hard surfaces in mind, but so long as the artificial grass is firmly fitted it should be okay. Just avoid sucking up things that could damage the vacuum and things that could clog it up.
