Is it possible to leave shoe sectioning out of install so a custom basket could be used instead if a person wanted?

Yes, the pieces slide and "lock" into one another, but you could leave them out entirely. They are the last piece to go in!

Can you install the hooks anywhere inside the cabinet?

No. There is a board that runs across the back for stability because the back is a thin press board.

Does it come already assembled?

No! You have to build it, but it comes with all requisite assembly tools.

Does this have a anti topple device to install to avoid tipping?

Yes it comes with wall mount hardware which I would recommend if you have kids. It is hard to topple (my 5 year old climbed it once before or was secured) but a good push in the right way and it could fall and it is really heavy
