Q: Is this the European or International version? I need to make sure that it is properly ANSI certified.

It is a USA version with ANSI etc.. Certification: CE EN 361, CE EN 358, CE EN 813, ANSI Z359.1, NFPA 1983, CSA 259.10. An international version will not have NFPA

Q: Is there a size chart??

Have to go to Petzl web site to find size chart.

Q: Do the shoulder straps dig into the neck when you raise your arms to work on something above your head?

Never noticed that to be a problem, and I work in the harness alot.
