Q: Will this tool flare metric sized tubing?

This particular model (60278) is NOT indexed for metric. The settings are 1/8", 1/4"...1/2"...3/4". Perhaps they have another model that is metric.

Q: Can I use this to flare r22 systems?

Yes you may use this flaring tool for other systems. The 410A requires a longer length flare but is the same as the standard sizes.

Q: Can u use this on oil and propane lines

Yes this is perfect for propane lines type L and type k copper and refrigeration. I don't know what type of lines are used for oil sorry.

Q: what kind of oil do you use on the flaring tool cone when making copper tubing flaring for ac lines

Oils only provide lubrication. They do not assist in making your flare seal. You can use the oil that the system is using. Mineral/POE. I like to use nylog. Older nylog had two different types, one for CFCs/hcfcs and one for the newer hfc refrigerants. New nylog is fine for all refrigerants. And typically use that for all my flares.
