is there a difference between the powerwash that just says ultra versus this powerwash labelled "ultra platinum spray" (but has a lower rating)

There is a difference in the way that you wish to use the product. The ultra is effective for common washing of dishes and household tasks. The platinum has larger amounts of agents for bigger jobs such as ovens, stuck on foods, and powerful agents not contained in the ultra.

Nope but it should work on tires.
