What is the neon shower cap for?

It's not a shower cap it's a rain fly for the bike bag

May I use this bag on Lectric 2.0 ebike?

The answer is yes with modification. The bottom frame Velcro strap close to the rider is too short. I used the excess strap that wraps around the steering column to gain the needed length required. (I do have the Lectric 2.0 also)

Are the velcro straps long enough to fit around my lectric xp bike?

Not sure about that particular bike. I have an Aventon Adventure which has a enormous center bar and battery. It fit and fastened fine around my bikes bar.

Will this be able hold an Iphone 12 Max Pro?

Yes, I myself own an iPhone 12 Max Pro. It only fit the phone but the phone in a case also.
