Q: can u mix this colors with water?

Yes you can. You have to wet it to use it. But I haven't mixed it with too much water. Just enough for facepainting.

Q: Do I need setting spray or powder for this to stay on?

Setting Spray like Mehron's barrier spray is not required. If you plan on long wear or very warm conditions, you can use it for longevity. Thank you for your inquiry!

Q: Will this white be able to cover my neck, some of my chest and the back of my hands?

Yes! Use water to make the paint spread more evenly. I used the lavender for Ursula last year, and barely made a dent after covering my face, neck, and arms
