Q: Since the strap is tiny on the mask (too small for any kid) what do parent do to make it usable?

We had to extend the strap with elastic and velcro.

Q: Whould this costum fit a 13 year old?

Obviously 13 year olds come in all shapes & sizes. The reviews for costume contain a lot of information regarding size. I purchased for my 7 yr old grandson who is large for his age (wears 8-10 clothing). Sorry I couldn't help more.

Q: How big are the wings?

I would say medium sized...not too big but not too small. This is by far my soms fav costume to date!
