Will it make a halogen light look white

LIGHTDIMS are not made for halogen lights, they are made for LED based lighting only. A few things to start. This product of Genuine LIGHTDIMS has small shapes. I don't think these small shapes are going to cover the size you need covered. But to be clear you can NOT use our products on Halogen lights as Halogen are too hot. 
But if you had an overhead light that was LED based I have 2 options in the links below. 1 is warm and 1 is neutral. They both dim and soften the light. If you contact us directly we can even laser cut your exact shapes and sizes for free.

What is the size of the rectangular strips ?

Great question. 2 strips @ 10mmx57mm and 2 strips @ 25mmx57mm 
However We sell large sheets  and medium sheets and when you order direct.. you know, not on the big A we offer free laser cutting of almost any shapes and sizes.

Ok I have a few more products you may like but I did not note them 1st because on cheap Chinese made, low CRI rating strip lights which are very common sometimes there is a color shift with our WhiteDims LightDims. But the White DIms are actually preferable for your needs in my opinion because they not only dim like the products above but they soften the lights which makes them extremely desirable. But as I said on LOW CRI rated cheap strip lights there can be an undesirable color shift if and only if you apply the WhiteDims directly on top of the LED strip lights LED. If a color shift occurs the only solution is to get some sort of gap between the LED strip light by about 1 or 3 mm then the problem goes away if there was a problem in the first place. Some customers have a plastic cover over the strip to begin with, if you have that there is no risk of a color shift. This version below are subtle warm and result in a warmer yellow tone. Only choose these if your LED light is very cool. Some customers swear these have changed their life for the better and others say they are a bit too yellow. The results are subjective and are contingent on your specific lights tone.

What are the diameters of the various circles on the sheet? I’m trying to see if the circles will fit my recessed lighting fixture.

There's various sizes from about 1/4 of an inch to little bigger than 1/2" then there are various sizes of squares and rectangles. BUT THEY DON'T WORK! The light bleeds through, a lot!
