This is only peroxide you need to mix with powder bleach it may go orange on blue hair

Will it turn caramel hair blonde

If by caramel you mean light brown/dark blonde, I’d say to go with 30vol! Or maybe even 20vol. Never ever use 40vol, unless you want damaged hair😅

is this safe to use on already bleached white hair? I need to lighten some areas more than others but need to know how safe it is first
