How can I remove the center plastic piece, so that I could put a graphic covering the entire wheel?

The "Spin to Win" centerpiece is magnetic and comes off with great ease. The convenient wing nut on the back also allows the removal of the entire wheel from the stand itself, making applying your graphic to the wheel very easy. Please note, you will be left with the center having a small white plastic grommet allowing the bolt through the wheel and stand.

Are the pegs between segments removable?

Yes, if you want to get a larger slot for different probabilities, you can remove individual pegs.
