Does this work on drill holes in concrete walls?

In theory yes but your better off going to home depot. Getting some mesh and quickset concrete. They have little bucket (no need for allot if just a small hole) and it will work just fine as long as it is just cosmetic

Do you need to sand off existing paint before patching cracks in a wall with this product?

No. This stuff will seemingly stick to anything. I just did a patch in my ceiling and spread it over the portion painted with no issue. Great Stuff.

Can it be molded to fill the hole for a dead bolt lock then allow for the plate to be screwed in?

I can’t see why not. I had a large hole and I molded enough to fit it over the hole
