Yes, it could. I used my set to cut 1/8" silicone rubber gasket sheet material.

Q: Will these be able to cut cork?

They cut through my leather very easily- the thicker the leather the more I have to pound but they work beautifully! As for cork, I don’t know, if it’s that “tight mesh” cork (my name for the really thin cork you see on bulletin boards for kids), then yes! I see no reason why it wouldn’t ! But the chunky cork no, I think they would crumble. I didn’t have your answer but an opinion- hope it helps a small bit,
