480p. It doesn't upscale or alter the image because it takes the best possible output from the Dreamcast (VGA signal) and outputs it as HDMI (along with audio). Trying to upscale the image (at this point in time) causes too many issues. The only other way is to get a 'DCHDMI kit' that is installed inside the internals of the Dreamcast and that requires a lot of skilful soldering and is an expensive modification. Q: The quick-start guide says that the led light would be green to indicate that it is working, yet it is blue and still working. should i be worried?

I think as long as it's still working you should be fine. I don't even use mine much anymore meaning my Dreamcast.

Q: Why won't it go full screen? the size is about 16" x 16" on a large 50" sony tv

That would be part of your TV's settings. The Dreamcast runs at a low resolution, so it's not using the full screen. Look in your TV's settings for something that says "stretch", "fit", or "scale". Your TV may also just not support 480p video.
