Yes, they are "clean" and come factory unformated, so they cannot contain any information. You must format them before you can use them.

Q: I can't get 2 Windows 10 computers to detect these drives in disk management using 2 different external adapters. Any suggestions?

You can try checking to see if your pc is using the drives as storage pools in your storage settings. just scroll down in storage settings and click on "manage storage spaces" if you see a drive listed there then just remove it from the storage pool and it'll pop up in your disk management window, then all you have to do is format it and assign a drive letter to it.

These are recertified by the manufacturer, as such the SMART info is cleared as it's certified to work like new again. Tech on Tech sells recent production drives, 18TB drives have only been out for a short while so know that these aren't end of life.
