Does this charge a phone with the wallet add-on attached?

Yes it charges, and it charges fast surprisingly. This thing is legit good.

Is the ball joint lockable? Or strong enough to withstand bumps?

Not lockable, but it's quite stiff, won't jiggle or change angle from bumps (not so sure about *collisions* tho). I feel it's the appropriate amount of resistance given the weight of some phones/phablets it has to sustain.
