Q: Hi, When applying this moisturizer during the day time is it safe around the delicate eye area?

I probably wouldn't use it all over the eye, testing it under the eye would depend on your skin sensitivity in the end. Everyone is different, so I didn't have any issues, but it could be irritating to some. Use cautiously I guess would be the best answer.

Q: This product arrived with the box open and the white cover on the top of the moisturizer is not sealed. Was anyone’s not sealed with got it?

Depends on what you mean by sealed. It had the white plastic pull tab thing... but not like plastic film or aluminum cover or something like that.

Q: Can I apply sunscreen over this moisturizer?

I don't see why not. But beware, it's very moisturizing so that might be a bit much for your pores and such.
