Q: do these have the gunk on the bottom to culture things? I think they call it pre poured. or are they just all plastic?

they are just all plastic with sterilization.

Q: Will they sink in water?

Any open container will sink in water if it is carrying anything heavy or it is tipped and fills with water.. but, like a boat, it will float. The lids fit loosely so not watertight. They will act like simple lids floating on the water. How you fill and counterbalance will determine further how fast it sinks.
