Q: Does the package include the 10mm ball catches as well? I don’t see any other hardware in the photos.

on the top and bottom of each support you will find a narrow silver bar (if you will). use a small flat bladed screw driver to gently pry the bar away from the support this will allow you to then place the support over the ball. then do the other end. repeat for other support.

Q: If these are 24#, why does it take 40# to depress them?

I do not see anywhere on the product description where it says it takes 40# to depress them. (You may be mistaking the product ranking under Best Sellers Rank where it lists: "#40, 169 in Automotive" (meaning it's number 40 in that list.)
