No, this is kind of the opposite of fruit pectin. It's for wine-making, to ensure that there isn't unwanted pectin texture in fruit wines-- it actually breaks the pectin down. For jams and jellies, you want fruit pectin, which is available in most grocery stores, as well as online.

How many teaspoons are in 1lb package?

2 tablespoons powdered soap is approx 1 oz. There are 3 teaspoons in a tablespoon. 2x16x3=96 teaspoons per pound if my math is right and if the pectic enzyme weighs about as much as powdered soap.

How long does it keep before going bad?

I haven't had any go bad in three years. It's kept air tight in a cool dry room in my basement.

Does this turn starch to suger

No. I believe you are thinking of a different enzyme called alpha amylase. Alpha amylase breaks down starches into sugars when making corn mashes, beers, etc.
