Q: Can this be used to make magnetic sime? Will it rust?

It's basically Iron filings, it get attracted to magnetism but is not magnetic itself. It will rust.

Q: How do you spread or dispense the Powder?

You have to have a mag machine.

Q: Can you use any strong magnet or does it require special tools? How do you use it?

I made my own magnet. 3/4 steel rod welded in a "u" shape. Wrap 20 gauge wire around the center. About 700 wraps. Hooked to 9 volt battery. Set ends on part and lightly sprinkle powder in between. Worked great.
