It's used for the level of steam you want.

Does the steam box need to be emptied after each use?

I use my sauna in 20 to 25 minutes sessions, and after three times of using it, I need to empty the container. Pending on the condition of your water. If you have a lot of iron or something like that in your water, you might have to empty it and clean it more often.
