Is it supposed to be hard to push up the cards?

Mine is easy. No effort at all to push up the cards

For the pop up card holder, if I only put in 2 cards, will it be in place and not fall out?

Even if you put 2 cards the card will be in place.

How many cards does this hold altogether I'm confused is it 12,15, or 19?

6 in the metal part and there are 5 other bokets can be used for cards and each one can hold 2-3 cards so total cards can be 11-16 cards
