Can I not install the arms?

Hey Emily,Yes, you could not install the arms. The chair is made in such a way that you could use it either way (with our without arms) and not detract from the chair cosmetically, for a different look. Just put the chrome screw caps into the holes for the arms to give it a finished look without the arms. It's a very nice chair for the money, I still love it.

What are the exact dimensions of the chairs width at widest part and height from floor to tallest part of armrests?

The widest width on this chair is measuring across the armrests. That is 23 1/2 inches, however where the armrests attach on the front end to the seat, they are bolted in and that protrudes slightly wider than that. The height from the floor to the tallest part of the armrests is variable depending on how high you move the seat up or down. The range is 30 3/8 inches when the seat is in the highest position, to 26 7/8 inches when the seat is in the lowest position. Additionally, as the armrests curve down in the front, (28 1/2 inches tallest to 25 inches shortest), the armrest can clear your tabletop at the very front end. I hope this helps you. Is this color white or off white?

This is not stark white, but what I would call a soft white. It looks great next to my sewing table which has an off-white laminate top.
