Q: The description in the Heading states 18" and the description on the pictures states both are 15". Which is correct?

Not sure. I gave these as a gift a year ago. I do know they were quite large and sturdy. The little 2 1/2 year old little boy loved them.

Q: Can these be used in sand?

Hi Larry! Yeah! They can definitely be used in sand. I do not recommend putting them in water though. They have some electronics in them that are not water proof.
