How do you charge thisCan you charge this inside your house on 110 volt wall plug?

According to the instruction pamphlet, you need an AC adapter with a type c USB plug to charge from wall. Recommend 3a vs 2.1a. Took mine about 2 his. to fully charge (out of the box it had 78% charge). Hope this helped

Does this work on boats?

That would depend on the boat. If it uses a standard 12-volt battery, and is failing to start due to a depleted battery, it should work fine. I can't test it's usefulness on a deep-discharge battery, and likely it would have limited success.
