Are these bulbs EnergyStar Certified?

They are energy saving but I don't see energystar certified on the package

Why do they start off not bright? I don’t like that they start light and brighten as time goes. I want to see when I turn it on

As for me, I don't like bright light when I 1st wake up in the morning I give my eyes a chance to adjust. I think its design to conserve energy.
