It should work. You would just have extra material but it should easily work.

It does not stand up on its own. It's held up with the frame of the cart.

Wil this fit a medium shopping cart 21.7L x 21.3W x 36.2H ?

I think it doesn't. My cart size is about 17”x13.5”x18
