Does this controller give you the ability to control the top pressure?

The controller on this pump does not have any pressure adjustment. In order to control the output pressure of the pump you will need to install a pressure reducing valve after the pump.

Our incoming psi is 25, which pump is the right model to get us up to 70-80 psi?

Assuming you have a steady 25 psi from the city over your desired flow range (typically 0-15 gpm)... The simplest model to go with would be the BT20-30 which is a 50 psi pump. With 25 psi incoming it would provide 75 psi static pressure to your house (25 + 50). The BT20-40 model you inquired about is not intended for pressurized mains boosting as it produces 80 psi of boost in ADDITION to your incoming pressure (25 + 80 = 105 psi) so even with the incoming set to 20 psi you would be exceeding the building code limit of 80 psi in your hose. Cistern water system with four 2500 tanks and pump on ground level. Will this provide adequate water and pressure to a 5 story house? (4bathrooms)

The BT20-40 will produce 80 psi static. At 15 gpm it will maintain 50 psi. So, there may be some issues if all 4 bathrooms are running at once. In addition the 5 stories are going to be an issue as you will lose about 4.3 psi per floor so 21 psi less at the top floor. Not a lot of options here though as you don't want more than 80 psi coming into the lower levels.

Okay to use in filling a swimming pool? currently, psi 22 without booster. how many minutes/hours can booster run continuously without issue?

Per our engineering contacts at the Davey Factory in AU, Davey BT series pumps are rated for 10,000 hours continuous use at full rpm. If you are boosting a standard 3/4" city water main be aware that you will likely not be able to get more than 15 gpm of flow to fill you pool, regardless of the post-meter pressure boost. With more information we can provide a more accurate recommendation as to whether a booster pump is appropriate and, if so, the proper pump for you application.
