Q: My cargo carrier is 51 1/2 L x 17 1/2 W, will this bag fit?

Q: is there a frame on the inside?

No frame, we would have liked for it to have a fold up frame that could be folded with the bag for storage.

Q: Is the basket angled? I put it together and the plate on the support arm makes it angled.

Yes it is. Our totally fell apart heading into the mountains last weekend. So horrible. Lost our generator with it.😡

Q: Are there instructions for how the straps should be arranged?

There were not any instructions with mine. I just attached them the easiest way I could. It worked fine for me.
