Hi, The bottom is pre-drilled with 4 holes at each corner to attach each castor. If you drilled in the middle you could probally do it.

Question 1

Are the inner rods part of the shelf’s supporting structure or can you build the shelf without them, like if you wanted to put dishes in it?

In my experience the rods add significant stability, especially against torsion.  Given your question,  the load would be large, heavy and given to shifting.   With the rods in place, I measured my dishes:  Large dinner plate (11" diameter) fits top to bottom, but sticks out by a third and has a tendency to roll.  Salad plate (9") fits well with only one fourth protruding beyond the shelf, but still rolls a bit.  Deep soup bowl (<6"), too large onless on its side and probably disastrous.  Small bowl (<5") would be workable.  So would glassware, but cups would be problematic and depend upon placement.  In all cases, you'd have to find a way of keeping things in place, a bumper edge perhaps.  And the shelves would have to be keep out of traffic in the kitchen so accidental contact doesn't cause mishap.
