This will work as long as the signal for your bios screen can be sent via HDMI to a monitor

The Magewell USB Capture line of devices are plug and play. They use the built-in USB - Universal Video Class (UVC) drivers from your system. That means that any software that supports a USB webcam will also support the Magewell USB Capture devices - Including the USB Capture HDMI 4K Plus.

can you use two of these at the same time with OBS? or does it create a device conflict?

Yes, you can use 2 of them on a computer at the same time and bring both into OBS without conflict. Depending on your specific computer hardware and configuration you may need to watch out for some computer-side limitations as that can become a notably high data stream if both are bringing in 4k signals at a high bitrate.

Does it have an encoder?

No. This device will transfer raw video in a selected color space. NV12 is preferred for full 4K @ 60fps
