Does anyone know the dimensions of the bags? L x W x H when at capacity?

Hi there, The dimensions (L x W x H) of the different dry bags at fully capacity are:10L: 8" x 8" x 15"20L: 9.5" x 9.5" x 17"30L: 9.5" x 9.5" x 19"40L: 11" x 11" x 20"

Going on a tubing trip, and I was going to use this bag to keep people's phones and wallets and stuff. Could this bag be submerged without leaking?

Submerged for an extended period, that depends on the user closing them correctly..... But to drop them out of a boat with tablets, phones, etc.... Perfectly safe! I would suggest purchasing a combo set that comes with the phone cases with lanyards... Those kept my LG completely dry after being soaked multiple times, and work perfectly right thru the case.... Just as touch sensitive as without....Truely Amazing Products!

Does the earth pak float in water if it fell off?

It depends on what is inside. If it is full of clothing or food, etc, the upper 20% or so will be visible above the surface of the water. You can make it more buoyant by sealing more air into it. BUT..... If you put a big ball of lead or gold in it and squeeze all the air out of it, then it will sink directly to the bottom.

Can you still use the phone while it's in the case?

Yes! The touch screen is not as sensitive, but usable. I took a number of pictures with my phone in the case.
