Q: Can it be used on driver side and passenger side

Yes can be used on any seat belt. It opens from both the top and the bottom. I love mine.

Q: does this meet the federal motor vehicle safety standard 213?

I've never asked about 213. For me personally, I'm short enough 5'1" that the seat belt goes across my throat, not chest. In an accident I would definitely be strangled. With this sleeve I can adjust the belt to fit across my chest in the same body location as someone much taller. I feel safer with this sleeve,than without it.

it was designed here in USA, but production is cheaper to make in China!

Q: Has this been crash tested and if so, where can the results be found?

It’s just for comfort,it doesn’t affect the seatbelt from working. so no it hasn’t been crash tested.
