Q: Can you hook up a speed control to this booster?

No you do not want to use a speed controller. You will burn this motor out in days. You want to use speed controllers on centrifugal fans, not booster fans. The motor is ment for the rated voltage, nothing more nothing less. Please don't listen to the comments saying speed controllers are compatible with this booster fan.

Q: Would this fan properly vent a 1000w hps lamp?

I am cooling two 600 W HPS lamps with a single fan and it works well

Very small motor like a bathroom exhaust fan. Will not overheat because not an air tight situation.

Q: I could definitely hook this up on a timer, but is it okay if the fan happens to run when the AC is not? (Context, booster for one of my bedrooms)

If the AC fan is not running, the duct fan will *tend* to draw air from registers in other rooms rather than through the idle ac unit. So, it will still work to equalize temperatures between rooms, which is likely your goal. On the negative side, it will be drawing from the ceilings, the hottest part of the rooms.
