Does this cooling pad pulls away the heat from top and throws to bottom OR picks the air from bottom and throws towards laptop?

It hits the air to the base of the Laptop to cool it down and it does a decent job at it. I tried it on a Lenovo ThinkPad that goes through hell all the time wrt its workload and it runs a little better when cooled on this cooling pad.

Can it be commecter to a charger instead of laptop

Yes. Use a 5V rating and at least 1A rated current capacity charger.

If the product dimension is 36.4 x 28.1 x 5.2 cm which when converted to inches is 14.33-11.06-2.04. how is it gonna fit for the 15.6 inch or 17 inch

15.6 inch or 17 inch is the diagonal length. That would mean it to be measured along the diagonal of the rectangular laptop and so the length along the sides will be less than this diagonal length. If you use the stopper to support the laptop in an angular position, then the laptop will be held in a position offset by around 2 cm. So a side of the laptop may remain outside the periphery of the cooling pad due to the offset.
