I just received my order and the plants are beautiful and healthy! I was just wondering if the little soft bags they come in are compostable?

I put mine in my compost and had no problems with them breaking down.

Does it come with heated pad if they go to cold climate?

You can purchase a heat pack on hour store for $4.99 to ship with your orchids. it helps with the extra costs - $3.5 heat pack plus the $3 for 1/2 lb+ increase in shipping

Is it too cold in southeastern Wisconsin now to ship?

I would say, yes it is right now. Maybe a few more weeks when it's a bit warmer.
