Are these tags actually steel or a stainless colored/finished plastic?

The Stainless Steel tags are made of stainless steel and the colored tags are made of anodized aluminum. Thank you!

how are the tags engraved? Are they stamped into the metal?

Hello, yes the military ID tags are stamped/embossed on our embossing machines. Other types of tags for pets are laser engraved.

From the pic does the silencer cover the first letter of text?

Yes. I don't see that as a problem for its primary purpose, however. Mine has my blood type, just as my military tags did and first responders will have the information. If I'm in an accident, first responders will pull it aside and get primary information.
