does it size the balloons???

This pump is very useful for balloons and it fast.

So if i need clusters of balloons all size 9" but I will be using a 11" ballon can i set up the pump to inflate them to 9" ?

We have done test almost 9 seconds, you can set a time of 9 seconds to try, the breathing time will be different according to the thickness of the balloon at different times

How much watts it uses?

I'm assuming you mean just a 110 outlet (standard in US) for charging. Comes with a regular 3 prong cord. Hope this helps.
