Q: Fits my soul like a glove, but is the leather strap over the toes supposed to be lose? I can fit 2 fingers under it.

I don't think it should be that loose, see if you can find a store that has them and try a few pair on if you find one that fits better return the pair you bought

Yes, I hope so. I have ordered 6,5-7 instead of 7 and still sandals are a lilbit loose in front. But when you walk it is not visible. The sizes are also indicated in cm - that might be helpful

Normal width Euro size 40 fits like 9 1/2 US
