For 14 girls (only decorating cheekbones and around the eyes) how many packs would I need?

My pot has lasted me for at least 14 occasions around the eyes. I would suggest 1-2 pots The pots are small but surprisingly it goes a long way!

How do you apply? Do you need to buy glue separately?

Yes. Fixing gel is what the glue is called.

How many pots for hair ?

I have not used it for hair, I bought 2 pots and I have not finished one yet. Have used it on the face the pot looks small but holds a lot of glitter.
