Is wire wool ok on chrome?

I've used it on chrome to remove rust stains, but use with caution dipping the wire wool in polish/chrome cleaner & apply LIGHTLY, harsh rubbing could damage the surface, again use with caution.......Hope i've been some help.

Would this be the correct grade to remove surface rust from a woodworking hand plane?

This is very fine grade wire wool for final polishing and it really depends on how rusty the the plane is. I suspect it might not be man enough for the job and you don't get a lot of it!

Is this the correct grade for removing wax from a painted surface?

I would be cautious as I don’t know what sort of paint it is eg gloss, or matt emulsion, enamel etc The surface of the paint might get finely scratched. The wire wool is very fine and if the wax is hard or been on there a long time the wire wool may just crumble. It is finer than a Brillo-type pad. Because it isn’t an expensive product, could you first try some on a area which is not seen?

Can this light on fire with a lighter? or do i need a battery?

Yes it will light with a 9v battery and therefore obviously with a lighter. Just be careful when doing so as it combusts rapidly.
