Do NOT use this on your face. It's a solvent for acrylic paint.

Can I use this thinner with generic acrylic paint for miniatures (not vallejo)?

Yes you can. It will dry faster than if you just thinned with water though. If that's what you want then fine, if not, just use water (or distilled water if you want to be really posh). If you want to retard the drying time, you should use an acrylic medium - the paint with remain the same consistency, take longer to dry but will appear less opaque, giving more of a glaze finish.

can this be used to remove paint from surfaces?

It's designed to thin acrylic paint for use in an air brush, but it will take off paint if used neat.

Will this product thin water based polyurethane for an airbrush?

Yes it will, I've used it several times with polyurethane paints in my airbrush.
