Would this work for writing on the sole of a shoe?

It might work but it probably wouldn't last. I use it on chalk board labels and it washes off easily when I want to change them.

Does it work on balloons?

This is a liquid type of chalk and will write on most things balloon included. Garages use it to price their car windows

Would this chalk pen be wipeable on a dartboard scoreboard (cheap shiny blackboard from Sports Direct) ?

No . It did not wipe off my blackboard so I ended up having to repaint it. It will not wipe away.

Has anyone used this on Kraft paper? Want to write wedding table numbers with it

Because it is liquid chalk it shows up best on a black or dark surface. I would think kraft paper might be alright but I haven't used.
