The brand and model do not matter as long as is using same type of power supply. This cable is for UK standard. Check if your existing charger is working on 240/250v AC 60 Hz.There should be same kind of label showing the power supply parameters .This is only the cable . It does not change any voltage. Simply let you connect to different type of electrical grid.

Will it work with the battery for a dell xps 13 laptop ? battery says 45w, 19.5v and 2.31a. thanks

The StarTech power cable is just a power cable. It doesn't convert the AC power from the wall to DC power for a laptop. You would need to connect the StarTech cable to a power adapter/charger that would then output 19.5V 2.31A to the Dell laptop
