Is the blade 4 in. or is that the entire length, handle and all?

The blades of the scissor are 1 and 1/2 inches long and the entire scissor with handle is 4 and 1/2 inches long. I think they are very sharp and easy to use. The point is very sharp as well, why they are good for detail work.

Are these good for cutting felt?

Yes, these Singer Detail scissors can cut "One" layer of felt but not multi-layers of felt fabric. Hope this helps.
