Is the base stand hollow? or is it capped off?

It’s hollow, but heavy enough when it’s filled with water to withstand windy conditions

Is this heavy? i want it for the patio but here in scotland we get some pretty strong winds. so is it easily knocked over? thanks

Ours has blown over a couple of times so hubby put cement in the base as last time it went over there was a bit of damage

Is there anyway of charging the pannel so it will carry on working with no sun
